PLY to STL turns the output of a 3D scanner into something a printer can use. Photogrammetry apps and depth scanners produce PLY meshes — often with vertex colour and a fair bit of noise — that slicers will not touch. STL strips them down to clean, printable geometry.
Use it the moment you want to physically print a scanned object. Bear in mind a raw scan is rarely watertight, so a pass through a repair tool to close holes and clear stray vertices before slicing is what saves you a failed print.
